High-Tech Strategy 2025

From a nation of inventors to a nation of innovators: a history of progress with an eye on the future.

The societal upheavals and rapid technological developments currently taking place require new answers for how to shape the way we live together in Germany and how to strengthen our social cohesion. The High-Tech Strategy 2025 (HTS 2025) shows how Germany can use research and innovation to shape its future. It aims to provide orientation for all the players involved in innovation.

Under the HTS 2025, support for research and innovation is geared to the needs of the people, for example in the areas "Health and Care", "Sustainability, Climate Protection and Energy", "Mobility", "Urban and Rural Areas", "Safety and Security" and "Economy and Work 4.0" (Field of Action I).

It will help put Germany at the forefront of the next technological revolutions, keep jobs in Germany and safeguard our prosperity. In order to prepare people for coming changes, the support for new technologies will go hand in hand with investment in training and continuing education and the involvement of society. The HTS 2025 creates scope for new ideas and provides for the coordinated support of innovation. This will encourage a great many stakeholders to actively contribute to progress. The HTS 2025 points out various possibilities for doing so and offers support (Field of Action III). This is not just restricted to Germany. The HTS 2025 represents an offer of cooperation and can give orientation for cooperation among innovation actors in Europe.

High-Tech Strategy 2025: strong partnerships

In order to be effective, the HTS 2025 needs strong partners. All the ministries of the Federal Government are working together to put knowledge into practice and to enable tangible progress that people will notice in their daily lives. Combating cancer, substantially reducing plastic discharged into the environment, or structural change to achieve ‘equitable living conditions’ throughout Germany – these are just three out of a dozen missions that the Federal Government is addressing in the HTS 2025.

Of equal importance to the commitment of the Federal Government is the involvement of industry, science and society. Working hand in hand on common goals is the key to success. Under the High-Tech Strategy 2025, we plan to increase expenditure on research and development in Germany to 3.5 percent of GDP by 2025. For this investment in our future, we need industry to be a strong partner.

Participation and dialogue

In order to help achieve the ambitious goals of the HTS 2025, we are also seeking dialogue. We will have intensive discussions with researchers, businesses and the public (communication and participation). We will develop the HTS 2025 continuously and dynamically – by also drawing on the input of an advisory committee (steering and advice).
